The float is the mechanism that tells the valve when to close. On older toilets it is a ball on a metal arm. On most modern toilets it is a plastic cup that rides up and down the fill valve shaft. If the float is set too high, the water level rises above the overflow tube before the valve closes, so water pours down the overflow and the valve keeps refilling forever. If the float is stuck, rubbing against the tank wall, snagged on the refill tube, or waterlogged, it never rises enough to close the valve at all. Grab a towel, remove the tank lid, and set it somewhere safe. Then work through this sequence:
On a float cup valve, pinch the adjustment clip on the float rod or turn the adjustment screw and lower the float so the water stops about one inch below the top of the overflow tube. Most fill valve problems are firmly in DIY territory. Call a professional if the shutoff valve at the wall is seized or leaking and will not close, if the supply line or tank connections leak after replacement despite proper tightening, if the tank itself is cracked, or if you find corroded galvanized supply piping that needs replacement.
