Toilet floor bolts usually spin because the closet flange itself is cracked or corroded, so the bolt head has nothing solid to grip against underneath. It can also happen when the bolt has spun loose inside its slot, or when the wing nut is stripped and just turns without pulling the bolt up. The fix depends on which part failed: a broken flange needs a repair ring or replacement, a loose bolt needs to be reseated and held from below with pliers, and a stripped nut just needs a fresh one. In most cases you can solve this without removing the whole toilet, but a badly cracked flange usually means pulling the toilet to see the damage clearly.
When a toilet floor bolt spins freely instead of tightening, the wrench is turning but nothing underneath is holding the bolt in place. That means the problem is rarely the bolt itself. It is almost always what the bolt is anchored to: the closet flange, the slot it sits in, or the nut on top. Understanding which of these three has failed tells you exactly what to fix, and it usually takes less time than people expect.
A toilet floor bolt, sometimes called a closet bolt, sits in a slot on the closet flange with its head resting flat against the underside of the flange. As you turn the wing nut on top, the bolt should stay still while the nut climbs down the threads and pulls the toilet base tight to the floor. If the bolt spins along with the nut, or the nut spins without any resistance, the connection that should be holding the bolt head still has failed somewhere.
There are three common failure points, and they behave differently enough that you can usually tell which one you have before you even touch a wrench.
Closet flanges are made of PVC, ABS, or cast iron, and all three can fail. PVC and ABS flanges crack around the bolt slots when a toilet has rocked for a long time, because every wobble puts stress on that thin plastic edge. Cast iron flanges rust and the metal around the slot crumbles away. Either way, once the slot itself breaks, the bolt head has nothing to press against. You can tighten the nut all day and the bolt will just lift up through the broken slot instead of clamping down.

Some closet bolts have a small plastic or rubber washer that friction-fits into the flange slot to hold the bolt from rotating while you tighten the nut. Over time, especially after a wax ring replacement, that washer can wear out or get knocked loose. The bolt then sits in the slot but is free to spin. This is a much simpler problem than a broken flange, since the flange itself is fine.
Brass and plastic wing nuts both wear out. If the threads inside the nut are stripped, it will spin on the bolt without ever climbing down to clamp the toilet. Less often, the bolt's own threads are stripped from being overtightened in the past. This is the easiest fix of the three since it only involves swapping a part, not repairing the flange.
Before buying parts, spend two minutes diagnosing. Pull the toilet cap off, hold the bolt steady with a pair of pliers under the wing nut, and try turning the nut. If holding the bolt with pliers lets the nut finally tighten, your problem is the bolt spinning in the slot, not the flange. If the bolt lifts up out of the flange slot entirely when you pull on it, or you can see a visible crack or missing chunk of plastic around the slot, the flange has failed.

Either way, plumbers commonly recommend checking flange height before reinstalling the toilet. A flange that sits more than a quarter inch below the finished floor will not seal properly even with new bolts, and that is a separate problem worth catching while everything is already apart.
If the flange is intact and the bolt is just spinning freely, this is a fast repair. Remove the wing nut and washer, pull the bolt out, and check the little friction washer at its base. If it is missing or worn smooth, replace the whole bolt with a new closet bolt kit rather than trying to reuse a worn washer. Seat the new bolt head flat in the flange slot, press down firmly so the washer grips, and thread the nut down by hand before finishing with a wrench. Hand-tightening first confirms the bolt is staying put before you apply real torque.
This is the simplest case. Remove the old nut and washer, take them to a hardware store to match the thread size, or replace the entire closet bolt set since kits are inexpensive and guarantee matching threads. Brass nuts resist corrosion better than the plated steel ones that sometimes come with cheaper toilets, so it is worth the small upgrade if you are replacing parts anyway.
Once you have solid bolts anchored in a solid flange, tighten in a specific pattern to avoid cracking the porcelain base: snug one side, then the other, alternating in small increments rather than cranking one side down fully first. Stop as soon as the toilet stops rocking and feels solid. Most spinning-bolt repairs are manageable as a weekend job. Call a plumber if the flange sits well below the finished floor and needs an extender plus a full reset, if the drain pipe itself looks damaged when you pull the toilet, or if you find soft or rotted subfloor around the flange.
