The water in your toilet tank should sit about 1 inch below the top of the overflow tube, the open vertical pipe in the middle of the tank. Most tanks have a molded water line mark inside, and if yours does, fill to that line. If the water is more than 1 to 2 inches below the overflow tube, your flushes will be weak. If it is at or above the top of the tube, water is constantly draining away and wasting money. You adjust the level with the float on the fill valve, which takes just a few minutes with no tools or basic tools.
A toilet that flushes poorly, runs constantly, or refills forever usually has one root problem, the tank water level is wrong. The good news is that the correct level is easy to identify and almost always easy to fix yourself. Open the tank lid and look for the overflow tube. It is the vertical open-topped pipe, usually in the center or slightly off center, that connects down into the flush valve. Its job is to catch excess water and send it into the bowl before the tank can overflow onto your floor.
The proper resting water level is about 1 inch below the top of that tube. Many manufacturers stamp or mold a fill line into the porcelain or onto the overflow tube itself. When a marked line exists, trust it over the general rule, because the engineers sized the flush around that exact volume.
Why does this matter? A toilet flush is gravity powered. The tank stores a fixed volume of water at a fixed height, and when you press the handle, that water rushes into the bowl fast enough to start the siphon that pulls waste down the drain. Too little water means a weak siphon and incomplete flushes. Too much water means the surplus silently spills into the overflow tube around the clock, which is the classic running toilet.
Do not confuse the two. The tank level is set by the fill valve and float. The bowl level is set by the design of the toilet's internal trapway and cannot be adjusted directly, although a low tank can starve the bowl. This is by far the most common cause. Floats drift out of adjustment over time, or a previous owner set them wrong on purpose to save water. A float set too low shuts the fill valve off early, and a float set too high lets water climb past the overflow tube.
Older ball floats can develop pinhole leaks, take on water, and ride lower than they should, so the valve never shuts off. Cup floats on modern valves can crack or stick on their guide rail.

A flapper that does not seal lets tank water drain into the bowl, so the fill valve keeps topping the tank off. The level may look normal when you check it, but the toilet runs periodically. This wastes a surprising amount of water.
Less common, but a supply shutoff valve that is only partly open, or debris in the supply line, can make refills painfully slow and sometimes stop them short.
How you do this depends on your fill valve type:

Make small changes, flush, wait for refill, and recheck against the overflow tube. Two or three rounds of fine tuning is normal.
If the dye test failed, swap the flapper. Shut off the supply valve, flush to empty the tank, unhook the old flapper from the overflow tube pegs and the chain, and install a matching replacement. Leave a little slack in the chain so the flapper seats fully.
If adjusting does not hold, or the valve hisses, creeps, or refills slowly, replace the whole fill valve. Universal valves fit most tanks. Shut off the supply, empty the tank, sponge out the remaining water, disconnect the supply line, unscrew the locknut under the tank, and install the new valve at the height the instructions specify. Set the float so the level lands 1 inch below the overflow tube.
Open the shutoff valve fully. If refills are still slow, debris may be clogging the valve inlet. Most fill valves let you remove the cap and flush debris through with the supply briefly opened into an upside-down cup.
Call a professional if you find cracks in the tank or a leak at the tank-to-bowl gasket, if the shutoff valve is seized or leaking, if the whole house has low pressure, or if you have replaced the flapper and fill valve and the toilet still runs. One more honest note. If your toilet is decades old, uses far more water per flush than the modern 1.28 gallon WaterSense standard, and needs a third repair in a year, replacement often makes more sense than another round of parts. You can lower it slightly, but going below the manufacturer's fill line usually causes weak or double flushes, which wastes more water than it saves. A better approach is a properly designed 1.28 GPF WaterSense toilet, which is engineered to flush fully on less water.
The float is set too high or the fill valve is failing to shut off. Lower the float first. If the water still creeps up to the tube, replace the fill valve, because a worn seal inside it is letting water seep through continuously.
No on the brick, it can crumble and damage the flapper and valve. A sealed bottle is safer but still shortchanges the flush on most modern toilets, which are already calibrated to a minimal volume. Check your local code and utility, some offer rebates for replacing old high-volume toilets instead.
Modern toilets flush with 1.6 gallons or less under the federal standard, and WaterSense models use 1.28 gallons or less. The tank itself holds a bit more than the flush volume. Toilets made before the mid 1990s often used 3.5 gallons or more per flush.
Only up to the design line. Filling to the marked level restores full flush power if the tank was low. Filling above the overflow tube does nothing extra, the surplus just drains away, and it turns your toilet into a water-wasting running toilet.
