The toilet flange is positioned at the drain location, and the rough-in distance (wall to drain center) is set by the plumber during initial rough-in work. The flange itself does not determine rough-in size -- that is determined by where the drain pipe exits the floor. Do I need a permit to replace a toilet flange?
